Contaminated land training and capacity building for NSW Councils
Council CLM Central provides consistent, targeted training and capacity building for NSW council staff involved in managing contaminated land. Councils have several different roles to play in contaminated land management, with a duty to protect their community's health and environment. Councils are:
Regulators through the planning and development process under the Environmental Planning and Assessment Act (EP&A Act), to ensure safe development within their local government area
Landowners and land managers with a duty to manage and report contamination under the Contaminated Land Management Act (CLM Act)
Regulators in pollution prevention under the Protection of the Environment Operation Act (POEO Act), including for underground petroleum storage systems (UPSS) after EPA handed over the responsibility in 2019
With many overlapping legal frameworks to navigate, and a technically complex field to work in, it is no surprise that surveys and feedback from councils tell us that consistent, targeted support is needed. Key barriers to effective contaminated land management have been identified by councils as skill, capacity, resourcing and funding. More detailed feedback has called out a need for:
Regular, structured training courses targeted to councils' roles
Help Desk function where councils can access project specific support
Leveraging resources to avoid duplication in efforts and provide a more consistent approach between councils

Our training courses for NSW councils managing contaminated land are developed to provide you with and individual learning journey based on the level of knowledge needed to undertake your role. Courses cover topics such as:

Our capacity building programs develop your skills, ability and efficiency with a combination of training, coaching, mentoring and technical support. The programs run for a year and include:
One-on-one session to set your role-based goals and learning journey

Help desk function - learning by examples from your council
One-on-one close out session to evaluate progress and way forward
For your project specific needs, we can provide technical support and resourcing by a certified contaminated land specialist. Topics include:
Reviewing technical reports submitted as part of the planning and development process, or for councils' own land
Reviewing or preparing contaminated land policies and procedures
Contaminated land management for council owned and managed land
Anna Lundmark is an environmental scientist with over 20 years of experience in the contaminated land field. She is a Certified Site Contamination Specialist under the CEnvP scheme and a certified change practitioner under Prosci. Anna started her career as a consultant undertaking contaminated land assessments and reviewing technical reports for a site auditor. Nowadays she has a focus on supporting local government managing contaminated land through capacity building, inhouse technical support and preparing tools and templates for policies, systems and procedures. She works with various levels of government to achieve this goal, and created Council CLM Central to meet the need for consistent, structured capacity building currently not addressed by other initiatives available to councils.
As the facilitator, Anna also brings in industry experts as needed to address councils' needs in contaminated land management.
