Introduction to Contaminated Land for Councils

Who is this course for?

This course is for anyone in council who deals with contaminated land, such as planning and development staff, environmental health officers, land or asset managers. It provides a broad overview of concepts relating to contaminated land, relevant to all roles.

Course description:

This course will provide you with an understanding of the main concepts of contaminated land relevant to councils. The course covers:

  • What is contaminated land?

  • Legislative frameworks and councils' roles

  • Overview of contaminated land guidelines and resources

  • High level overview of the contaminated land assessment, remediation and management process

  • Understanding the contaminated land site auditors', and certified consultants' schemes and their relevance for councils

  • The role of council contaminated land policies, procedures and information systems

Understanding the Contaminated Land Assessment, Remediation and Management Process

4 hrs online (including breaks) via MS Teams

Who is this course for?

This course is for council staff who deal with contaminated land assessment remediation and management through the planning and development process or for councils' own land. It provides an understanding of the steps involved in the contaminated land process, and the objectives for each step, which can support council staff when writing requests for information or conditions of consent for the planning and development process, or land and asset managers dealing with contamination on council land.

Course description:

This course goes through the steps in the contaminated land assessment, remediation and management process as outlined in guidance made or adopted by NSW EPA under the Contaminated Land Management Act 1997 (CLM Act). For each step, we will talk about the objective, key inclusions, and relevance to councils' roles in contaminated land. The course covers:

  • Overview of the CLM Act and framework of guidance documents

  • Overview of each step in the contaminated land assessment, remediation and management process:

  • Preliminary Site Investigations

  • Sampling and Analysis Quality Plans

  • Detailed Site Investigations

  • Site Specific Risk Assessments and Modelling

  • Remedial Action Plan

  • Remediation and Validation

  • Ongoing Management and Monitoring

How to Review Technical Contaminated Land Reports - Introduction

4 hrs online (including breaks) via MS Teams

$200 (excl. GST)

Who is this course for?

This course is for council staff who review consultants' reports submitted through the planning and development process as a basis for land use suitability assessments, or assessment of risk from contamination on councils' own land.

Participants will get benefit most from the course if they have an understanding (through experience or one of our courses) of the steps in the contaminated land assessment, remediation and management process.

Course description:

This course goes through checklists, resources and common mistakes to look for when reviewing technical contaminated land reports. The course covers:

  • Council decision making based on contaminated land reports

  • Checklists and tools available for reviewing technical reports submitted as part of the planning and development process, or for councils' own land

  • Key guidelines when reviewing reports

  • Common mistakes in reports for each step of the contaminated land process

Understanding Contaminated Land Sampling Design and Commonly used Criteria

3 hrs online (including breaks) via MS Teams

$150 (excl. GST)

Who is this course for?

This course is for council staff who review consultants' reports submitted through the planning and development process as a basis for land use suitability assessments, or assessment of risk from contamination on councils' own land.

Participants will get benefit most from the course if they have an understanding (through experience or our series of courses) of the steps in the contaminated land assessment, remediation and management process.

Course description:

This course goes through sampling design and sampling requirements for contaminated land, and commonly used criteria to assess risks from site contamination. The course covers:

  • The basic requirements under NSW EPA, 2022, Contaminated Land Sampling Design Guidelines (Part 1 and 2)

  • Sampling design for service station sites in accordance with NSW EPA, 2023, Contamination assessment of service station sites - Minimum sampling requirements

  • Criteria adopted in the National Environment Protection (Assessment of Site Contamination) Measure 1999 (the ASC NEPM, amended in 2013), including basic assumptions and limitations

How to Review Technical Contaminated Land Reports - Intermediate

3 hrs online (including breaks) via MS Teams

Who is this course for?

This course is for council staff who review consultants' reports submitted through the planning and development process as a basis for land use suitability assessments, or assessment of risk from contamination on councils' own land.

Participants will get benefit most from the course if they have an understanding (through experience or our courses) of the steps in the contaminated land assessment, remediation and management process, and have participated in our introduction course on reviewing technical reports.

Course description:

This course builds on the information provided in the "introduction" course. The course covers:

  • Overview of checklists for reviewing consultants reports

  • Conceptual site models

  • Data quality objectives and data quality indicators

  • Interpretation of sampling and analysis results

  • Waste classification requirements

    Requirements for material imported to a site

How to Review Technical Contaminated Land Reports - Practical Application

3 hrs online (including breaks) via MS Teams

Who is this course for?

This course is for council staff who review consultants' reports submitted through the planning and development process as a basis for land use suitability assessments, or assessment of risk from contamination on councils' own land.

Participants will get benefit most from the course if they have an understanding (through experience or our courses) of the steps in the contaminated land assessment, remediation and management process, and have participated in our introduction and intermediate courses on reviewing technical reports.

Course description:

This course builds on the information from the "introduction" and "intermediate" courses. The course covers the topic by workshopping examples:

  • Examples from assessment, remediation and management reports

  • What to look for in laboratory reports

  • Reviewing land use suitability statements

  • Understanding Site Audit Statements, Interim Audit Advice, and Site Audit Reports

meet the facilitator

Anna Lundmark is an environmental scientist with over 20 years of experience in the contaminated land field. She is a Certified Site Contamination Specialist under the CEnvP scheme and a certified change practitioner under Prosci. Anna started her career as a consultant undertaking contaminated land assessments and reviewing technical reports for a site auditor. Nowadays she has a focus on supporting local government managing contaminated land through capacity building, inhouse technical support and preparing tools and templates for policies, systems and procedures. She works with various levels of government to achieve this goal, and created Council CLM Central to meet the need for consistent, structured capacity building currently not addressed by other initiatives available to councils.

As the facilitator, Anna also brings in industry experts as needed to address councils' needs in contaminated land management.
